the initial situation

More than 70 million people around the world are on the run. More than ever before. The suffering and the problems that come with it cannot be solved by one country alone or by a single measure. Here the international community must act together and start in many areas.

Together with other countries, Germany is working hard to combat the causes that lead to flight and illegal migration. At the same time, we stand by our legal and humanitarian obligations and help those who are on the run. Mainly through financial support for those countries that take in refugees. According to UNHCR figures, around 84 percent of refugees currently still live in developing countries, most of them in neighboring countries to their home countries. Support is urgently needed here. And we also help by taking in people who need protection here in Germany.

Time and again, people fleeing persecution and war came to Germany: for example, individual people seeking protection, but also larger groups such as the so-called boat people from Vietnam in the 1970s, civil war refugees from the crumbling Yugoslavia in the 1990s or people who have fled the war in Syria since 2015.

No country in the world can take in unlimited refugees. Migration has to be managed. And only if those seeking protection who have the right to stay here are really integrated into society, i.e. find shelter, learn the language, law and customs of the host country, take up a job and take part in social life, can a good coexistence succeed. Everyone - in addition to those seeking protection, also from politics, society and the economy - is challenged.

Our goals are

... in refugee policy

  • We adhere to the basic asylum right of the Basic Law and the refugee protection of the Geneva Refugee Convention.
  • We want to fight the causes of displacement, not refugees, together with the international community, including the EU.
  • We want to further curb illegal migration to Europe and instead strengthen safe, orderly, legal migration on a controlled basis.
  • We want to continue and expand our cooperation with countries of origin and transit countries.
  • We advocate a crisis-proof common asylum system based on solidarity in the EU. This includes efficient asylum procedures, rapid repatriation of those not in need of protection and - in the event of a crisis - a fair distribution of those in need of protection.

... with the immigration of skilled workers

  • Germany needs suitable and qualified specialists. That is why we have drawn up a set of rules for controlled immigration into the German labor market. It came into force on March 1, 2020. Decisive for this are the needs of our economy, qualifications, language skills and age.
  • We make labor market access for skilled workers, i.e. university graduates and immigrants with qualified vocational training and their potential employers, more transparent, easier and faster.

... with integration

  • All integration measures should come together in a strategy based on the principle of "support and challenge". At the same time, this is intended to improve coordination between the federal, state and local governments and enable responsibilities to be exercised more efficiently. The effectiveness of the integration measures will be checked more closely.
  • People who are likely to stay in Germany longer should have better and faster access to training and the labor market.

... in the asylum procedure

  • Asylum procedures must be quick, comprehensive and legally secure. For this purpose, various procedural steps in arrival, decision-making and return facilities (AnkER or functionally equivalent facilities) are to be bundled spatially under one roof.

We have achieved that so far

... in European refugee policy / in combating the causes of flight

  • The number of arrivals in Europe has continued to decrease: While there were around 185,000 arrivals in 2017, the number fell to 141,000 in 2018. Last year there were 125,000.

  • The European Border and Coast Guard Agency Frontex will be increased to 10,000 border guards by 2027. The new standing reserve is intended to support EU countries with external border protection and repatriation tasks as well as in the fight against cross-border crime.
  • The EU-Turkey Declaration of March 2016 has had an effect: While in October 2015 around 7,000 people arrived on the islands on average per day, since the EU-Turkey Declaration came into force this has increased to 104.
  • The EU trust fund for Africa - set up in 2015 to stabilize and combat the triggers of flight and irregular migration - now has a volume of 4.5 billion euros.
  • EU migration partnerships: Above all, the Federal Government supports the partnership with Niger, the most important African transit country. Together we have succeeded in significantly curbing transit migration through the country.
  • The one started in 2017 "Compact with Africa" is a partnership initiative to improve investment incentives and strengthen existing industrial cores in Africa. Twelve reform-oriented African countries have now joined the initiative. They are supported in improving the business climate, stimulating the economy and creating jobs. An initiative to employ young people in rural areas and a program to promote girls' access to information and communication technologies complete the range of measures.
  • Germany supports that EU resettlement program (EU resettlement program), with which 20,000 additional places for vulnerable refugees from Turkey, the Middle East and Africa are to be created across the EU in 2020. Germany is providing 5,500 places within the program for people in particular need of protection. In 2018/19, the EU member states admitted a total of 41,300 people in this way.
  • In the region in and around Syria is a focus of German engagement. Germany supports that World Food Program since 2016 with well over 1.4 billion euros. It can provide food to more than seven million people a month in and around Syria.
  • A comprehensive international agreement on migration has existed for the first time since the end of 2018: the Global Compact for Safe, Orderly and Regular Migration ("Global Compact for Safe, Orderly and Regular Migration", GCM). The pact is not a treaty under international law, but a political declaration of will. The goal: to reduce or prevent irregular migration and instead promote safe, orderly and legal migration.
  • The Global Compact for Refugees ("Global Compact on Refugees", GCR) of the United Nations supplements the Geneva Refugee Convention since 2018. Above all, it aims at a fairer international division of responsibility for the reception and care of refugees.

... with the immigration of skilled workers

  • With the Skilled Workers Immigration Act we have that Influx of employees from non-EU countries facilitated. Decisive innovations are, for example, the bundling of official responsibilities and accelerated procedures. For example, if there was previously an obligation to check whether there were also German applicants or persons from other EU countries or the EEA for a position, this does not apply to recognized qualifications and employment contracts. In addition, there is now also the opportunity to come to Germany to look for an apprenticeship position.
  • The Employment Tolerance Act creates legal security for tolerated persons already living in Germany and their employers.

... in the procedure, residence and return

  • Those who apply for asylum are more heavily obliged to actively participate in the procedure: for example, to provide verbal or written information, to present passport or passport substitute, certificates and other documents or to tolerate prescribed identification measures.
  • Family reunification for persons entitled to subsidiary protection has been reorganized since 2018: The number is set at a maximum of 1,000 people per month and only the closest family members are allowed to join.
  • The federal government has that too Cooperation with important countries of origin improved for returns. Intensive bilateral discussions are held on a regular basis.
  • The Orderly Return Act makes it more difficult, among other things, for rejected asylum seekers to prevent their deportation and introduces a new tolerance status for people with unclear identities. In addition, detention pending deportation and detention outside the country were made more practicable and so-called cooperative detention was newly introduced.
  • The second Data Exchange Improvement Act improves the registration of asylum seekers and asylum seekers and the exchange of data between the responsible authorities.

... in integration

  • With the Foreign Employment Promotion Act From June 2019, asylum seekers with good prospects to stay will be promoted at an early stage and integrated into the labor market more quickly. The Access Refugees who are likely to stay in Germany longer, to integration and job-related language courses as well as for training support becomes easier.
  • With the change in the Asylum Seekers Benefits Act the federal government has adjusted the requirement rates and closed an existing funding gap. Refugees who are completing vocational training or studying can in future receive benefits under the Asylum Seekers Benefits Act even after the 15th month of their stay in Germany. This prevents them from having to drop out of an apprenticeship or study for financial reasons. To integration also through Acceptance of honorary posts there will be an allowance for this in the future.
  • The federal government has the independent Expert commission on the frameworkthe ability to integrate brought to life. It develops standards on how integration on the labor market and in society can be improved.
  • The newly created Cooperation agreement between the Federal Employment Agency and the workforce of the integration commissioner supports in particular Immigrant women in integration in the labor market.
  • The support of volunteers and numerous Sports projects the integration officer with the foundation of the German Football League (DFL) and the German Olympic Sports Confederation help immigrants to gain a foothold.

And that's what we're going to do next

  • In order to identify the causes of flight and irregular migration more precisely, the federal government has a Expert commission "Causes of Escape" convened. It should develop proposals for reducing the causes of flight and submit a report with concrete recommendations for action to the Federal Government and the German Bundestag by spring 2021.
  • The EU Commission now has a proposal for it common EU asylum and migration package presented. During the German EU Council Presidency, managing migration and dealing with refugees are the central questions of the future for which Europe must find convincing answers.
  • With the National Action Plan for Integration The Federal Government controls and bundles existing integration measures and develops them further. To this end, ministries, federal states, municipalities, business, civil society and migrant organizations work together to support the process of integration.
