In short: No, the secondary school qualification is usually not recognized as a full HS qualification.

These are only the requirements for the green card lottery, so it has nothing to do with whether the secondary school diploma can really be officially equated with the HS diploma. In addition, it only says "comparable".

Where do you want to apply? College or a job? A secondary school diploma is normally evaluated by WES as a "Basic High School Diploma", but that is enough, for example. Colleges usually don't, and apparently is not a full-fledged HS degree.

If you want to go to college, you will definitely have to do the GED. Most employers will not be able to do much with a translated high school diploma either, but you could say something like "high school similar".

EDIT: Sure, if you have an apprenticeship, things look different again. Education + secondary school qualification are definitely recognized as high school qualifications, often even more.
